well.. not only muslims live in dubai .. i agree night clubs are forbidden in islam .. but then if ur a muslim dont go to night clubs .. dubai depends on tourism besides oil .. i think sh.mohd is doing all these porjects to attrackt people to come , invest and live here ..( ppl nowadays cant live without nightclubs ) LOL
